At 2:00 PM on November 21, 2025, Liang Yu, Director of the Lanzhou Investment Promotion Office in Guangzhou, on behalf of Lanzhou New Area Industrial Cooperation, along with Wu Changfu (Chairman of Guangdong Wofuhua Zhongke Technology Co., Ltd.), Zhang Fang (General Manager of Guangdong Wofuhua Zhongke Technology Co., Ltd.), Wang Laihong (Director of Lanzhou Investment Promotion Bureau), Zhang Ruigang (Deputy Director of Lanzhou New Area Industrial Cooperation Bureau, accompanied by four members from the Industry and Information Technology Office and Economic Promotion Office), He Yongqiang (representative of Lanzhou New Area Digital Investment Company), Jiao Youjun (Director of Lanzhou High-tech Zone Investment Promotion Service Bureau), Chen Mingjie (Director of Lanzhou Chengguan District Economic Cooperation Center Project Coordination Service Center), and He Peihong (official of the Third Division of Lanzhou Investment Promotion Bureau) visited Lanzhou New Area to hold discussions and exchanges with the team of Deputy Director Zhang Ruigang, and conducted on-site visits to the New Area’s business investment data center and Chengguan District Xinchuang Industrial Park in Lanzhou for field inspections.
In view of the recent exchange meetings and inspections, as well as our previous interactions and understanding of other districts in Lanzhou, and considering that our company already serves the needs of the Northwest's five provinces for the Third Bureau of Public Security, hospitals in medical 3D digital imaging, traditional Chinese and Western medicine, and geological disaster departments of the Northwest mining exploration units, we have received certain clear orders for our future products in quantum computing (including quantum computing power and simulation), quantum information encryption, quantum secure servers, quantum mining geological sensing and measurement, quantum healthcare, and national defense. We believe that the New Area is relatively suitable for mutual development and can effectively support this quantum industry (products and production lines). We recommend leveraging the resources of Lanzhou New Area's data center to jointly promote the creation of a quantum technology industrial park with a scale of hundreds of billions, establish the Northwest's first true quantum computer and quantum encryption products, manufacture high-end instruments for quantum-efficient mining and seismic quantum sensing measurements, support a quantum AI medical center for traditional Chinese and Western medicine, and establish a national-level quantum frequency standard clock system. This will advance the economy, society, and talent development in Gansu Lanzhou (New Area) to a new level of productive quality.
